I see a black plastic that prevents it from closing.

If you have time to go to a luggage or department of a department store and should do for you.
If you have a key - try to put the key into the lock and turn - sometimes closed lock with a key can be. I know you said it is a combination lock, but many of them the keys. If all else fails just go without a lock to break, if someone really wants to give the bag, with or without lock.
